Our Statement of Faith
- We believe the Bible to be the inspired and only infallible written Word of God.
- We believe that there is only One God, eternally existent in three persons: God the Father, God the Son, and God the Holy Spirit.
- We believe in the blessed Hope, which is the rapture of the Church of God, which is in Christ, at His return.
- We believe that the only means of being cleansed from sin is through repentance and faith in the precious Blood of Jesus Christ.
- We believe that regeneration by the Holy Ghost is absolutely essential for personal salvation.

William M Hines, Sr.
Elder William M. Hines Sr., the eldest son of the late Pastor Carl E. Hines, Jr. and Mother Thewantha B. Hines, was born in Reading, Pennsylvania where he graduated from Reading Senior High School. He attended Penn State University majoring in Business Administration. Later, he continued his education at Penn Foster College where he completed their Electrician Diploma Program.
Elder Hines was saved at Shiloh Church of God in Christ, under the pastorate of his father, where he later answered his call to the ministry. For many years, he assisted his father at Shiloh by serving as a Youth Sunday School teacher, Minister of Music and vice president of the Men’s Fellowship. He worked faithfully in the Audio/Video Ministry at Shiloh as well.
He was ordained by the late Bishop O.T. Jones, Jr. – Prelate of the Pennsylvania Commonwealth Ecclesiastical Jurisdiction Church of God in Christ, Inc. where he continues to serve under the leadership of Bishop Guy L. Glimp. He currently serves on Bishop Glimp’s staff as Media Ministry Coordinator; however he worked in the State Jurisdiction in the Audio/Video Ministry for many years prior to this appointment.
He is an anointed and accomplished singer, musician, and songwriter of gospel music who strongly believes that “there is a message in the song”. Writing and producing music is one of his favorite pastimes. He has recorded, published, and distributed three of his album projects. Teaching music lessons weekly is another one of his favorite pastimes. His greatest desire is to live a life that is pleasing to the Lord! Psalm 119:105 — “Thy word is a lamp unto my feet, and a light unto my path” – is his favorite scripture.
Elder Hines is the founding pastor of C.E. Hines Memorial Christian Fellowship Church of God in Christ now known as Upon This Rock Ministries Church of God in Christ. His goal as pastor is to do all he can to let his light shine and to help and encourage others to let their lights shine in the world as well. He wants it to be known that we are to be helpers of one another. He is very passionate about building family union and unity and strives to instill in all the members that they should be witnesses of Jesus Christ, committed to glorifying God and working on building strong families based on biblical principles.
He has been married to the lovely Evangelist Denise R. Hines for 45 years and they are blessed to be the proud parents of four children and 18 grandchildren.
Evangelist Denise Graves-Hines – wife, mother, grandmother, entrepreneur, trailblazer, first lady and friend – is a native of Harrisburg, Pennsylvania who accepted the Lord at an early age and enjoys serving God’s people.
The Lord has given her a passion for children. She has owned and operated Color Our World Early Learning Center for more than 40 years. She was the first to develop a teen program for pregnant mothers in the Harrisburg City School District. Many of those teen mothers have achieved college degrees.
While a member of Shiloh COGIC, she accepted her call to evangelist work and received her COGIC Evangelist Missionary license from Mother Lenora James, Jurisdictional Supervisor of Women and the late Bishop O.T. Jones, Jr. – Prelate of the Pennsylvania Commonwealth Ecclesiastical Jurisdiction Church of God in Christ, Inc. in 1997. She worked with her husband, Elder William Hines Sr., in the State Jurisdiction in the Audio/Video Ministry for many years and continues to work with him in the Media Ministry.
Hospitality, goodwill, and friendship exude from her very being! She always shares a smile and words of encouragement with everyone she encounters. No one is a stranger in her eyes. This anointed, creative woman of God is constantly looking for ways to encourage and help others while at the same time leading them to Christ or helping them to grow spiritually. She loves mentoring young women and is definitely a Proverbs 31 woman always concerned about her family and others.
First Lady Hines serves faithfully with her husband, Pastor William M. Hines, in multiple ministry capacities at Upon This Rock Ministries Church of God in Christ, helping out wherever needed. She strives to be an example of a virtuous woman – a woman who is yielded to God in every area of her life. She is an energetic, “get it done” woman of God who has dedicated herself to the ministry of the church. She is a strong believer in the vision of the church and she humbly serves as Women’s Ministry Leader and her husband’s helpmate.
Evangelist Hines continues to aim towards producing excellence in all of her ministry opportunities. She has a heart for people and is a committed prayer warrior. “If I can help somebody, as I travel along; if I can help somebody with a word or song; if I can keep somebody from doing wrong, then my living shall not be in vain” are words from her favorite song. Lady Hines’ favorite scripture is Isaiah 43:2 – “When thou passest through the waters, I will be with thee; and through the rivers, they shall not overflow thee: when thou walkest through the fire, thou shalt not be burned; neither shall the flame kindle upon thee.”
One of her greatest joys is being the mother of four wonderful children: Nakeia; William, Jr.; Krissy and Jasmine and eighteen beautiful bubbly grandchildren.
Evangelist Denise Hines
Robert Taylor, Sr.
Elder Robert Taylor surrendered his will to the Lord and received and accepted his calling from God in 2009. After serving as a minister for three years under the tutelage of Pastor William Hines, Bishop Benjamin J. Ravenel laid hands upon him and ordained him an Elder in the Commonwealth of Pennsylvania Church of God in Christ Jurisdiction, where he continues to serve under the leadership of Bishop Guy Glimp. That same year, Elder Taylor was installed as the Altoona District’s Superintendent of the Sunday School Department. He loves the Word of God and is a believer and witness of the transformational power that one is blessed with when applying the Word to one’s life. Elder Taylor is a Certified Recovery Specialist and works as a Counselor in a local Drug and Alcohol treatment center. He has been married to Evangelist Nicole Taylor for 25 years.
Our church, formerly known as C.E. Hines Memorial Christian Fellowship Church of God in Christ, was birthed out of a vision given to Elder William Hines from the Lord impressing upon him that many sheep were scattered and needed gathering. So, with Mother Thewantha B. Hines as the Founding Mother and Elder William M. Hines Sr. as the Founding Pastor, the first official service was held at the Sheraton Hotel on December 28, 2006.
At that time, Apostle Otis Lockett of Evangel Temple COGIC in Greensboro, NC took him under his wing and began to mentor him. A few years later, this small congregation was re-organized under the current name of Upon This Rock Ministries Church of God in Christ. Upon the demise of Bishop Lockett, Pastor Hines and his congregation joined in fellowship with the Pennsylvania Commonwealth Ecclesiastical Jurisdiction Church of God in Christ, Inc. under the leadership of the late Bishop Benjamin J. Ravenel, Jurisdictional Prelate.
Upon This Rock is a young community-minded body of baptized believers whose goal is to provide a safe haven for those seeking to grow spiritually. The church is also a part of the Altoona District Churches of God in Christ.
It has not always been an easy journey but the Lord has always blessed us because we were obedient to His call. One plant, one water but God gives the increase! Whatever part of this mission the Lord has ordained for Upon This Rock, our aim is to help others gain a closer walk with our Lord and Saviour, Jesus Christ. If we can help somebody as we travel along, then our living will not be in vain. To God be the glory!
